12 schools split Phase 2C into two tracks: 30 places within 2km, 30 beyond
The Ministry of Education has announced changes to the Primary 1 (P1) Registration Framework that will give more children a shot at popular schools they have no prior connection to — starting with the 2027 P1 Registration Exercise, for children entering P1 in 2028.
Most primary schools will raise their Phase 2C intake from 40 to 60 places. At 12 schools in particular, those 60 places will be split into two equal tracks of 30: one for children living within 2km of the school, and a new second track of 30 places reserved for children living beyond 2km. Within each track, the usual home-distance priority won't apply — a child living 1.9km away gets no edge over one living 15km away, as long as both are in the same track. Singapore citizens still get priority over permanent residents, and places are balloted if a track is oversubscribed.

MOE picked these 12 schools because they sit in neighbourhoods where public housing makes up less than 40% of homes within 2km — well below the roughly 80% seen nationally. In practice, that means most nearby families live in private property, so children from HDB estates further away have historically had little chance of getting in through the usual distance-based phases. The new 2km-and-beyond track is meant to open the door to them directly, rather than leaving it to chance in the open balloting phase.
For families further than 2km from one of these 12 schools, the takeaway is that a Phase 2C application is no longer competing against every nearby household for the same pool of places — there's now a dedicated 30-place track for them. For everyone else, the standard registration phases and distance priority continue to apply unchanged.
